Scientific Support to the Danube Strategy

Annual Forum of the EU Strategy for the Danube Region

BACKGROUND AND CONTEXT
Launched in June 2011, the EU Strategy for the Danube Region (EUSDR) aims to boost the development of the Danube Region. The macro-regional strategy relies on an integrated approach to encourage better policy development and the alignment of funding and resources through concrete actions and projects, resulting in a more efficient and better balanced implementation of the EU’s overall objectives under Europe 2020.
As the Commission’s in-house science service, the Joint Research Centre (DG JRC) launched the initiative „Scientific Support to the Danube Strategy“ aiming to address the scientific needs related to the implementation of the strategy and to strengthen the scientific cooperation in the Danube Region.
In May 2013, at a high-level event in Bratislava, DG JRC launched four scientific flagship clusters: the Danube Water Nexus; the Danube Land and Soil Nexus; the Danube Air Nexus and the Danube Bioenergy Nexus; complemented by three horizontal activities: the Danube Reference Data and Services Infrastructure; the Danube Innovation Partnership; and the Smart Specialisation for the Danube Region.
The financial design and continuous financing of transnational flagship projects remains one of the most important challenges for the Danube Region. The new Cohesion Policy Regulation provides EU Member States with tools to address this challenge and to enhance cross-border cooperation.
An integrated approach in the macro-region can also provide better opportunities to address the common challenges. Science is a particular area where the best results can often be achieved through cooperation. To reach excellence and to improve competitiveness, researchers, innovators and businesses need to have access to and share knowledge within and across national borders.
Therefore the goal of the event in Vienna is to address synergies in economic, environmental or social issues with a multilateral dimension.
EVENT CONCEPT
The event includes several parallel technical workshops on the JRC flagship clusters on 24-25 June.
An interactive high-level event with representatives of Science Ministries of the Danube Region will take place on 25 June starting end of the morning with an opening session and an interactive lunch session presenting three concrete examples of scientific support JRC is giving in the frame of the Danube strategy.
Several parallel Round Tables in the afternoon will offer the opportunity to present the progress accomplished in the frame of the JRC flagship clusters and to further discuss between scientists and policy makers.
A subsequent panel discussion with representatives of Science Ministries of the Danube Region will further discuss and fine-tune the clusters to the needs of the decision-makers for more evidence-based policy making.
